Step 1: Prepare the Sugar Syrup
In a saucepan over medium-high heat, combine sugar, water, and lemon juice. Stir briefly, then allow it to come to a boil.
Reduce the heat to low and let it simmer for 10 minutes until the syrup thickens.
Remove from heat, stir in rosewater and orange blossom water, then set aside to cool.

Melt butter in a saucepan over medium heat.
